Any person who lives, works, worships, volunteers, or goes to school, within the East Allen County School District which includes the townships of Cedar Creek, Springfield, Scipio, Milan, Maumee, Adams, Jefferson, Jackson, Marion, Madison, and Monroe, in Allen County, Indiana.
